Mikhail I. Ognev Was born on the 27th of August of 1951 in Petrodvorets. In 1967 finished secondary school ¹ 415 of Petrodvorets. In 1973 graduated from Leningrad Higher Marine School named after S.O. Makarov. During the period since 1973 till 1987 was working on vessels of Nothern Shipping Company, since 1982 till 1987 - as chief engineer. Since 1986 till 1987 took part in the 32nd Soviet Antarctic Expedition. Since 1987 till 2005 was working at "Russian Maritime Registry of Shipping" Federal State Institution, since 1999 - the head of industrial service.Since 2005 is the director of "National Bureau of Expertise" expert organization. Combining authorities is Director General of International Dangerous Goods and Containers Association ( |

Vladimir G. Tsikhiseli Was born on the 19th of July of 1949 in Volgograd in Soviet Army officer's family. The most part of his life was related to the Armed Forces. Received his first shoulder boards at Red Banner Caucasian Suvorov Military School in 1964 (Ordzhonikidze - today is Vladikavkaz). Received higher education in Red Banner Military Engineering Academy named after Mojaiskiy. During the period science 1972 till 2002 served at the cosmodrome of Plesetsk, and than at Military Space Academy named after Mojaiskiy (MSA). Picked up a number of government awards. He is also the author of more than 90 treatises and methodological works, including 25 inventions and has medals of Exhibition of Economic Achievements. Candidate of Engineering Sciences, Associate Professor of Thermodynamics and Cryogenic Engineering Department. Member of International Academy îf Refrigeration. Colonel in reserve. Having finished his military service in capacity of the Head of Cryogenic Engineering and Filling Equipment Department of MSA, was employed by "IDGCA" NP. Academic Secretary of "IDGCA" NP Expert Council, many times took part in sessions of UN Subcommittee of Experts on the Transportation of Dangerous Goods and Globally Harmonized System of Classification and Labeling of Chemicals. |
