1. The work on harmonization of national rules on dangerous goods transportation by all modes of transport with the international regulations based on Model Regulations of the UN Recommendations, International Maritime Dangerous Goods Code (IMDG Code), the European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR), the European Provisions concerning the International Carriage of Dangerous Goods by Inland Waterways (ADN), the Agreement on International Railways Cargo Traffic requires a systematic approach and can only be done through active cooperation of non-governmental organisations, business sector and authorities.
2. To recommend the Secretariat of the International Dangerous Goods and Containers Association (IDGCA) to formulate the provisions in the sphere of technical regulating aimed at providing comprehensive safety and cost-effectiveness in transport and to submit them to the relevantly competent ministries and departments.
3. To draw attention of the companies’ administrations to the necessity of in-depth study of the international conventions, codes, agreements and standards and to the relating task of providing consistent qualification upgrade of personnel involved in working with dangerous goods and containers to comply with the requirements of international regulating and legal acts and requirements of the decrees of the Government of the Russian Federation bearing in mind the many-years’ experience in personnel training and attestation accumulated in the IDGCA International Personnel Training Centre.
4. Based on the delegates’ feedback, to recommend the IDGCA Secretariat to develop proposals for carrying out discussions to be attended by representatives of federal authorities and leaders of business sector to address the matters of improvement of technical regulating and implementing international standards.
5. To study the work carried out by a number of companies on development of the state-of-the-art monitoring and control systems for transportation and to prepare proposals on wide implementation thereof.
6. Through the existing structure and experience of IDGCA, to attract business sector to participate in the work on improving international regulations and agreements. To draw attention of the RF Ministry of Transport and other federal bodies to the necessity of developing the generally accessible procedure of submitting proposals to committees and sub-committees of international organisations (UN, IMO, ISO, WTO, etc.) on behalf of the Russian Federation.
7. To invite IDGCA specialists to participate in the proceedings of committees and sub-committees of international organisations, to develop proposals to be submitted to the international organisations on behalf of the Russian Federation.
8. To acknowledge the work of the X International Conference and IDGCA as productive and efficient.
