New Year meeting

 

 

 

On December, 30th, 2007 took place the corporate New Year's holiday of the International Association on dangerous cargoes and containers. To one of visitors became the head of the Cargoes section, Maritime Safety Division, International Maritime Organization Irfan Rahim, who has arrived with informal visit to St.-Petersburg during New Year's holidays . In friendly conditions have been carried on negotiations for cooperation at the international and national level in 2008.

On December, 14th the accounting assembly of the International Association of dangerous goods and containers took place in branch FGUP " UralVagonZavod" . At assembly appreciable strengthening positions IDGCA" at the international and national level has noted been and plans of work for next 2008 are approved. Work of association has been estimated positively. During assembly also it has been taken voting in occasion of the introduction into association of new members - Open Society "TENZOR" and Open Company " F-POLIS". Both nominees have been approved

The decision of the Commission of Council of Federation on the national sea policy
By the decision of the Commission of Council of Federation On the national sea policy from November, 19th, 2007 17 general director IDGCA Ognev M. is included in structure of advisory council in a field of activity of a sea and internal sailing charter of the Commission of Council of Federation on the national policy.

The 32th sesion of the Sub-Committee of Experts on the Transport of Dangerous Goods

 

 

During 3-7 December 2007 in Geneva had taken place the 32th session of the Sub-Committee of Experts on the Transport of Dangerous Goods.
Experts from 23 countries, observers from 9 countries, representatives of 6 international organizations and also delegations of 31 nongovernmental organizations have taken part in action.
During the first five days were discussed the problems about the classification, packings of the dangerous goods, the limited quantities, electronic data exchange, various amendments to Typical rules of Recommendations of the United Nations on transportation of dangerous goods, harmonization of rules of transportation of radioactive materials with rules IAEA, global harmonization of rules of transportation of dangerous goods with Typical rules and other questions.
Delegation IDGCA, which was headed by the assistant to the general director, director of the International center of preparation of personnel Tsihiseli V., has submitted to to participants of the session consideration the offer, concerning the protection of supersize containers and their contents against fires. The offer has been met with interest, and experts recommended to continue this work.

JSC TENZOR in the structure of IDGCA
         The structure of the International Association on dangerous goods and containers with the right of a casting vote had included the new organization JSC TENZOR. The information on the given company can be found on a site www.tenzor.net

         Together with IDGCA, company TENZOR has prepared the offer in Subcommittee of experts of the United Nations on transportation of the dangerous goods, concerning opportunities of installation of fire-prevention systems inside of the supersize containers transporting a dangerous cargo. Press release
       October, 11-12, 2007 took place the VIIIth conference "Multimodal transportations of dangerous goods". In the work of the conference took part representatives of more than 50 organizations and companies. Special interest and a lot of questions caused reports of Mr Irfan Rahim, the IMO representative, and Mr Kervella, the UN representative. They commented on recent changes in international documents, concerning transportation of dangerous goods and containers and shared knowledge and experience.

        The conference showed obviously the necessity of permanent cooperation between legislative and executive powers, social and international organization, representatives of business.

        By the results of the conference was prepared appeal to the Ministry of transport of Russian Federation and to the Federal Transport Oversight Authority with concrete proposals.

        Most interesting reports will be published in the magazine "Dangerous goods and containers" and on our cite.

Sub-Committtee of IMO DSC-12 news
     11 September, 2007 in the Ministry of Transport of Russian Federation was taken place the meeting under the chairmanship of acting director of state policy in the sphere of maritime and river department Kluyev V.V. The members of RF, who took part in the meeting, will participate in the work of the session of the Sub-Committtee of IMO DSC-12 which scheduled on 17-21 September in London. The Russian delegation includes CNIIMF, DNIIMF, IDGCA, RMRS, MCB. During the meeting was elaborated the attitude of Russsian Federation concerning separately prepared documents. The Ministry of Transport brisked up the work in the International organizations particularly in IMO.
   
The meeting of the Ministry of Transport regarding to multimodal transportations of dangerous goods
     The meeting of the Ministry of Transport regarding to multimodal transportations of dangerous goods. Specially attention was paid to problem, related to link between rail and maritime transport, because there is lack of sufficient regulatory and legal framework which will be regulating dangerous goods transportations by different transport modes. Delay of railway tank shipping in the port Vanino was one of the reasons of urgent meeting.
   
Federal law of Russian Federation No 16-FZ 'Transport safety act' is coming into force
     At present Federal law No 16-FZ 'Transport safety act' signed by President V.V. Putin accepted by State Duma in January, 19th, 2007 , approved by Federal Council in February, 2nd 2007 and issued in "Rossiiskaya gazeta"is coming into force.

     This law provides for stable and safety branch operation measures and first provides transport terrorist attacks prevention.

     This law includes some governmental orders.

     In next issue of "Dangerous goods and containers" an interview with G.U. Moshkov the President of IDGCA Transport Minister Adviser of Russian Federation will be published . It will help readers to find answers to series of numerous questions connected with the "Transport safety act' comming into force.

J.S.C. "Russian Register" has made a contract with "TransContainer"
     Independent survey company J.S.C. "Russian Register" has made a contract with "TransContainer" by compliance of a wide range survey services, as, for example, estimate of technical conditions of ISO containers, estimate of technical conditions by equivalence with requirements of ÀÑÅÐ, estimate of quality fastening load in container, sealing of containers, execution of multimodal declarations etc.

     Contemplate, that inspections and examinations will be in 50 points in Russia and foreign countries.
"TransContainer" is a major owner of containers in Russia, and their container park something like 50 000 of 20' and 40' ISO containers.
 
Amedments to MARPOL Annex I
     In accordance with information from site of International Maritime Organization, on 1 of August 2007 an important amedment to Annex I MARPOL will come into force.

     New regulation 12A, on oil fuel tank protection, adopted by MEPC 54 on 24 March 2006, sets out the requirements concerning the location of oil fuel tanks in all ships with an aggregate oil fuel capacity of 600m3. In essence, the protection requirements oblige the oil fuel tanks to be located inside the double hull, thus helping prevent spillages of oil fuel in case of collision or grounding.

     This regulation will work by all ships delivered on or after 1 August 2010, and ships for which the building contract is placed on or after 1 August 2007
 
 The issue of the magazine "Dangerous Goods and Containers" is renewed

     The issue of the magazine "Dangerous Goods and Containers", the official printed publication of the IDGCA, is renewed in July, 2007. In the first issue the relevant information concerning the work of international organizations such as the International Organization for Standardization (ISO), The International Maritime organization (IMO), United Nations Commission for Trade and Development ( UNCTAD), and United Nations Economic Commission for Europe ( UNECE ) will be published. As well problems of Russian legislation in the sphere of dangerous goods and containers transportation will be considered. .

31 session of the Sub - Committee of Experts on the Transport of Dangerous Goods (UNECE)

     31 session of the Sub - Committee of Experts on the Transport of Dangerous Goods (UNECE) was held from 02 till 06, July 2007, in Geneva in the Palais des Nations . Deputy of director of "IDGCA" V.Tsykhiseli has taken part in work of this session. The suggestion of "IDGCA" about possibility of use of big bags with a capacity of 10 m3 for the transport of dangerous goods was considered on this session.

     Results of work will be published in our magazine "Dangerous Goods and containers". We remind that all members of "IDGCA" can take part in work of the Sub-Committee of Experts of the United Nations.

 
Plenary & SCs Meeting ISO/TC 104

     From 7 to 10 of May, 2007 in Korea ( Busan) in the Paradise Hotel was held the Plenary & SCs Meeting ISO/TC 104. The members of governmental delegations of many countries and also representatives of nongovernmental and international organizations took part at the work of the Sub-Committee. Korean Agency for Technology and Standards (KATS) performed the duties of secretariat and showed kindly hospitality. The main question was connected with the new international initiatives of security of containers. A special attention was attended to the new standards of seals, systems of automatically calculation and control of cargo transportation and their unsolved opening. On the meeting reports of chairman of the Sub-Committee and working groups, and reports of activity of international organizations for last 2 years were presented.

     The General Director of IDGCA M. Ognev took part in work of this Sub-Committee by personal invitation of the chairman of the Sub-Committee ISO/TC 104 M. Bohlman. During the meeting M. Ognev has negotiated with the representatives of international organizations and members of governmental organizations, there was reached the agreement about cooperation in the area of containers and dangerous goods, particularly with M. Hennemand (President of BIC, Transport Department Manager of the Bureau Veritas).

     Detailed information about the work of the Sub-Committee TC 104 will be published in our magazine " Dangerous Goods and containers", which will be on June of this year.

 
VIII International Conference " Multimodal Transportations of dangerous goods"
     On October, 11-12th, 2007, the IDGCA will pass "The Multimodal transportations of dangerous goods" with the support of the Sub-Committee of Experts on the Transport of Dangerous Goods of the United Nations Economic Commission for Europe (UNECE), The International Maritime organization (IMO),United Nations Commission for Trade and Development ( UNCTAD), and World Customs Organization organized the next VIII International Conference. A special attention will be paid to subject, connected with provision of security of the transportation of dangerous goods and containers, in the light of the Federal " Transport Security Law" which has come into force, and new world standards in the field of transport security.

July 2 - 11: Sub-Committee of Experts UN
     From 2 till 11 July 2007, in Geneva will be the next Sub-Committee of Experts on the Transport of Dangerous Goods, and from 9 till 11 July,2007 will be the Sub-Committee of Experts on the Globally Harmonized System of Classification and Labeling of Chemicals.

     IDGCA Experts have developed and addressed to the UN a proposal on use of big bags with a capacity of 10 m3 for the transport of dangerous goods of the packing group III, use of these big bags is limited by the UN Recommendation on the transport of dangerous goods and the International Maritime Dangerous Goods Code. The big bags with a capacity of no more than 3 m3 only are allowed for used now. Report on this subject will be presented by the experts of the IDGCA on the Sub-Committee .

THE INTERNATIONAL STAFF TRAINING CENTER
License # 101645 A, issued by the Government of St. Petersburg, Committee for Research and Higher Education, the 8 of December 2003

     One of the authorized purposes of the IDGCA is assistance in the training of experts involved in different activities, related to dangerous goods. This activity of Association is carried out according to the ¹ 96/35/ÅÑ from 03.06.1996 on the appointment and vocational qualification of safety advisers for the transport of dangerous goods, the IMDG-Code, Recommendations of the United Nations on transportation of dangerous cargoes, RID/ADR and other national and international legal papers. For carrying out the training, in 2002 IDGCA established The International Staff Training Centre. The main task of the International center of preparation of the personnel is realization of programs of improvement of professional skills, training and professional retraining of the personnel of the enterprises, the organizations and establishments, the civil servants connected on a sort of the professional work with various operations, concerning dangerous cargoes.
     In the context of this problem a curriculum and programs of professional skills improvement of experts in the sphere of multimodal transportation of dangerous goods are developed. These documents have passed examination of the Ministry of Transport of Russian Federation experts and are authorized by the Deputy Minister of transport of the Russian Federation. Basic parameters of the program of training:
        - term of training - 2 weeks;
        - number of study hours - 72 hours, 40 % - working off practical problems and 60 % - studying of the theoretical part of the program.
     Training ends with an examination.
